without load, I could regulate the output voltage from 9 volts to 13 volts at the output. Then I connected a 20 watt halogen lamp. The voltage lasted for about 30 seconds, then collapsed to about 5 volts and the current has risen from 1.6 amps to 2.5 amps. After that I could not regulate anything, neither with nor without load, short circuit. After a long discussion, avaq has paid me back the money.
