It came, it's for sure. Went a short time

Item supplied does not perform as mentioned in the listing. It is mentioned as step-up. However, the output voltage remains the same as the input voltage and cannot be increased or decreased. I was told that replacement will be sent with the next order. I placed another order only to get the replacement. But the seller did ship replacement with the new order.
